Overview

The Program Manager (PM) leads a designated contractor team. The assigned program supports a range of professional services and IT related task areas within a federal organization. The PM will manage the contractors, both on-site and remote, across all the various projects within the program and serve as the direct interface with the Agency COR and Deputy Division Chiefs. The PM will manage the contract metrics, performance, and onboarding of all team members. The PM will also serve as the central point of contact for the day-to-day contract support operations. The PM will demonstrate strong management and leadership skills; strong technical skills; the ability to work effectively in a small team environment; excellent interpersonal and communication skills; strong organizational and planning skills; a record of successful experience working within a federal government environment.

 

This work will be performed ONSITE at the office located in Germantown, Maryland.

Responsibilities

Responsibilities include, but are not limited to the following:

  • Strategize, implement, and maintain program initiatives that adhere to organizational objectives.
  • Develop program assessment protocols for evaluation and improvement.
  • Maintain organizational standards of satisfaction, quality, and performance.
  • Manage budget and funding channels for maximum productivity.
  • Identify key requirements for cross-functional teams and external vendors.
  • Analyze technical risk, schedule, and cost impacts of IT approaches.
  • Coordinate and delegate cross-project initiatives.
  • Establish performance and technical standards.
  • Perform tasks of a high degree of complexity and difficulty with little or no supervision.
  • Generate and approve project and testing specifications.
  • Provide technical guidance to other project team members.
  • May supervise other technical personnel.
  • Work closely with the client, cross-functional teams, and assigned project managers to develop scope, deliverables, required resources, work plan, budget, and timing for new initiatives.
  • Performs other duties as assigned.

Qualifications

  • Must be a U.S. citizen per contract requirements.
  • Must have an active DOE Q Clearance or DoD Top Secret.
  • Program Management Professional (PMP) Certification.
  • Bachelor's Degree in IT or related field.
  • 5+ years' experience managing over 10 employees in a dispersed office environment.
  • Ability to pass a federal background investigation including fingerprinting.
  • Knowledge of technical/engineering applications in the information technology (IT) specialty area with the ability to recommend technical solutions.
  • Demonstrate strong management and leadership skills.
  • Experience working within a federal government environment.
  • Experience with software development and Software Development Life Cycles (SDLCs).
  • Must have the ability to work effectively in a small team environment.
  • Excellent problem-solving skills.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Demonstrated proficiency in using all Microsoft Office applications.
  • Experience with hardware network engineering and Cyber security is a plus.

Salary: $150,000 - 175,000
